.dev is the developer counterpart to .app, also operated by Google and also HSTS-preloaded, so HTTPS is enforced by every browser from the first request. It has become the standard address for engineering portfolios, documentation sites, open-source projects and internal developer platforms.
For an Indian developer or a small studio it does a specific job well: yourname.dev is available far more often than yourname.com, and it says what you do without a word of explanation on a CV or a GitHub profile.
